New Business
Request for approval of signage, ~landscaping, ~sedimentation and erosion control and litter control plans that are integral to the Special Permit for a Dunkin’ Donuts at 333 River Road Owner: B & M Realty Trust, LLC Applicant: Dekk Group, LLC
David Held of Provost and Rovero was present for the applicant. He presented the proposed litter control plan and showed the areas the litter control plan covered; all areas on the lot that are not forest and both sides of Route. 32. S. Yorgensen said he sent the plan to the attorney for review. A discussion was held on the bond estimate.
E. Standish said he would like to see the area covered expanded approximately 100 feet up the hill from the intersection and a discussion was held.
S. Yorgensen said she would like the property owner, franchise owner not just manager listed as responsible parties. D. Roberts suggested animal proof receptacles.
Mr. Held said he would change the monthly cleanup to every two weeks and come up with a longer distance past the intersection. He asked if the commission felt the 25/hour rate as an estimate was sufficient and they said it was.
Mr. Held said they eliminated the concrete sidewalk except for the sidewalk leading to the building and to the handicap ramp and added additional plantings
A discussion was held on the maintenance bond and S. Yorgensen said the Public Works Department would not be doing the cleanup and suggested getting an estimate from a landscaping firm.
Mr. Held submitted the signage plans and said they are within the regulations. He showed the proposed signs on the plans and added that the 32 foot sign will be facing out so it can be seen from both directions.
Mr. Held presented the lighting plans; they will be full cut-off LED lighting and blue sky approved. He said there will be fixtures above the windows; goose neck fixtures that shine down. S. Yorgensen asked if they were dark sky approved and Mr. Held said he would check on that. W. Parsell said he would like more information on the fixtures. S. Yorgensen said the fixtures are the only ones in question; everything else looks great. Mr. Held said he would also get more information on the cupola.
Chairman Marco asked if the dumpster area would be illuminated and Mr. Held said the area would be well lit from the surrounding lighting.
Mr. Held said he will get the details on the fixture lights and will work out the details of the litter control plan with S. Yorgensen and Atty. Mark Branse. S. Yorgensen suggested having IWWC sign off on the plans. She said if the applicant takes the light fixtures above the awnings off the plans, they can file the mylars.
Request for approval of a modification of Lighting Plan (fixtures) associated with Special Permit at 60 Old Farms Road (Senior Housing) Owner/Applicant: Town of Willington
S. Yorgensen said they are replacing fixtures only and all are dark sky approved. She said they are replacing them because they are inefficient.
Chairman Marco motioned to approve the modification plan for new lighting, dark sky approved, at 60 Old Farms Road. E. Standish seconded the motion. All in favor. Motion carried.
Request for approval of a modification (fixtures) of Lighting Plan associated with Special Permit at 49 Hancock Road (Public Works) Owner/Applicant: Town of Willington
S. Yorgensen said the lighting is dark sky approved.
E. Standish motioned to approve the modification plan for new lighting, dark sky approved, at 49 Hancock Road. T. Murphy seconded the motion. All in favor. Motion carried.

PZC2013-27 Resubdivision Plan (one new residential lot) of lot #5 map entitled “Property of Albert J. Barone Jr. Route 32 and Fisher Hill Road Willington, Conn”; dated Nov, 1980 approved June 2, 1981 for a 4.8 acres lot at 224 River Road (Map 19 Lot 22 Zone R80) Owner/Applicant: Kenneth Golden (Received September 3, 2013 Public Hearing October 1,
2013 Decision by December 3, 2013.)
W. Parsell motioned to approve PZC2013-27 Resubdivision Plan (one new residential lot) of lot #5 map entitled “Property of Albert J. Barone Jr. Route 32 and Fisher Hill Road Willington, Conn”; dated Nov, 1980 approved June 2, 1981 for a 4.8 acres lot at 224 River Road (Map 19 Lot 22 Zone R80) Owner/Applicant: Kenneth Golden with following modifications:
- Driveway meeting regulations (including fee owned access) for both lots shall be depicted on the plans.
- Turnaround on lot 5A shall be installed per plan prior to Certificate of Occupancy for new lot and shall be included on as-built.
- Modification of boundary line to allow for driveway modifications, buildable area and lot size (lot 5A reduced to under 10 acres, as proposed by applicant during Public Hearing).
- Digital plans shall be submitted pursuant to Section 4.02 2 of the Town of Willington Subdivision Regulations.
- IWWC and PZC approval motions shall be added to the plans.
E. Standish seconded the motion. D. Roberts and P. Nevers abstained. All of others in favor. Motion carried.

Correspondence
- Letter from the State of Connecticut to Selectman Christina Mailhos regarding the state project of replacing the rest area septic systems.
